Abstract
The article presents an examination of each of various operations like promote governance, conduct combat operations, train and employ Iraqi forces, and encourage economic pluralism in Iraq, and provides an overall assessment. American, coalition, and Iraqi forces must be successful in all of these operations if overall strategic victory is to be assured. In May 2003 President Bush announced that major combat operations in Iraq were completed. In retrospect, the president and his administration have been roundly criticized for that assertion, as casualties have mounted to more than 1,500 and the expense of the war exceeds $1 billion per week.
